- Why does the VBAS only cover private domestic buildings and composite buildings (domestic & commercial)?
- Private domestic buildings and composite buildings (domestic & commercial) account for nearly 80% of the total number of private buildings in Hong Kong and building neglect are more common in these buildings resulting in various building safety problems which affect public safety. The Scheme is to cover these types of buildings first.
- Will shopping centres be accepted to join the VBAS?

The target buildings under the VBAS do not include buildings of purely industrial or commercial use. Applications covering shopping centres alone will NOT be accepted.
- Are buildings without the Incorporated Owners (IO) eligible to join the VBAS?

Yes. Apart from the IOs, Owners Committees (OCs), Mutual Aid Committees (MACs), property management companies and registered sole owners of the buildings are also eligible to join the VBAS.
- Are buildings of age below 30 years or new buildings eligible to join the VBAS?

Yes. Buildings of any ages with building management are eligible to join the Scheme.
