1. How will the Hong Kong Quality Building Assessment Panel (the Panel) regulate the VBAS Assessors?
   • The Panel will ensure the proper regulation of the VBAS Assessors through the following measures:
     • Establish a register and regulatory mechanism to scrutinize the professional standards for registration as VBAS Assessors (after vetting the eligibility by the Hong Kong Quality Building Assessment Panel Secretariat, the application shall be endorsed and approved by Registration & Certification Sub-Committee and the Panel respectively);
     • Before registration as VBAS Assessors, all qualified professionals are required to complete the prescribed training programme to get familiar with the requirements and assessment mechanism of the VBAS;
     • Issue detailed guidelines on the requirements and standards of building assessment;
     • Issue “Handbook for VBAS Assessors” which lay down the code of conduct for the observance by the VBAS Assessors;
     • Conduct examination of all assessment reports submitted by the VBAS Assessors and site checks to all assessed buildings; and
     • Provide enquiries / complaint channels on malpractices of the VBAS Assessors.
   • If any malpractice of a VBAS Assessor is confirmed, the Panel will take disciplinary actions against the VBAS Assessor including issuance of written warning or removal / suspension from the Register.
